摘要:
本文分析了降雪、道路结冰、降雨、强对流、雾和霾等灾害性天气对黑龙江省高速公路的运输及交通安全造成的影响,并对影响较大的暴雪、雾和霾、道路结冰、暴雨等气象灾害应采取的防御措施进行了精细化,强化主体行动,细化具体措施,并体现通俗性与实用性,弥补了气象服务业务中防御措施比较简单、笼统的问题,防御措施更加具体也更加有针对性,可更有效地降低气象灾害的影响,提高气象灾害应急处置能力。在黑龙江省的气象服务工作中能够方便应用,对提高气象防灾减灾能力具有很好的研究和应用价值。
Abstract:
This paper analyzes the impact of severe weather, such as snowfall, road icing, rainfall, severe convection, fog and haze, on the transportation and traffic safety of expressways in Heilongjiang province, and the preventive measures for meteorological disasters such as blizzard, fog and haze, road icing, heavy rain and so on, which have a greater impact on it, have been refined. The main body actions are strengthened, the specific measures are refined, and the popularity and practicality are embodied. It makes up for the fact that the defensive measures in the meteorological service business are relatively simple and general, and the defensive measures are more specific and more targeted. It can effectively reduce the impact of meteorological disasters and improve the emergency response capacity of meteorological disasters. It can be applied conveniently in the meteorological service in Heilongjiang Province and has good research and application value for improving the ability of meteorological disaster prevention and reduction.
